This report provides a socio-economic portrait of organized crime in the Mexican city of Ciudad Juárez, primarily over the last decade. More specifically, the report’s authors 1) explore the achievements and legacy of Todos Somos Juárez (We are all Juárez, TSJ), a violence-prevention program launched under President Felipe Calderón, and 2) assess the activities of Mesa de Seguridad y Justicia, a citizen-led security and justice working group that has inspired similar citizen-centered initiatives across Mexico.
