This brief reviews the problem of converting replica firearms into weapons that function like restricted ones. More specifically, the brief’s author 1) clarifies the terminology surrounding the topic, including what constitutes a ‘firearms conversion’; 2) identifies the types of firearms that are being converted; 3) presents data on the global proliferation of converted arms; and 4) examines the impact of small arms control efforts on limiting and shaping this activity.
