This paper explains what constitutes 'meaningful human control' over autonomous weapon systems. Indeed, the control qualifies as meaningful if 1) human operators have the ability to make informed, conscious decisions about the autonomous weapons they use; 2) the operators have sufficient information to ensure the lawfulness of the actions they undertake; and 3) the operators are sufficiently trained to ensure effective control over the systems they use.
