This briefing analyzes the challenges facing the relationship between India and Pakistan, particularly over Kashmir. It argues that challenges lie ahead in spite of the seemingly irreversible normalization process, the stabilization of the Indian-Pakistani relationship, and the reduction of the risk of war. The briefing identifies the asymmetry of perceptions and expectations as a crucial obstacle. In order to keep the parties committed to the normalization process and, thus, improve the security environment, the briefing accentuates the need for international engagement and encouragement.
