This brief looks at the ongoing efforts to prevent the misuse/unauthorized use of Man-Portable Air Defense Systems (MANPADS) by non-state actors. More specifically, the brief examines 1) the use-control technologies that can help prevent the unauthorized exploitation of MANPADS systems, and 2) the administrative, engineering, logistical and strategic issues associated with using such technologies.
