This report examines how the strategic competition in maritime Asia is intersecting with investments in 'gray zone' technologies to increase the risk of inadvertent conflicts. (Note: Such technologies are emerging ones that lack clear norms to govern their use.) The report also provides recommendations on how regional actors should address the ‘fog’ being created by this dual threat.
