This paper looks at the security challenges affecting the Horn of Africa and how they might affect the development of federally divided institutions in Somalia. (The general consensus is that the latter 'division of competences' is the most realistic way to stabilize the country.) The paper also focuses on the role outside actors can play in supporting reconciliation, security and development within Somalia.
