This paper investigates migration through and from Libya, with a focus on the economics and politics of illegal human trafficking. It also discusses the policies of the EU and its members states that aim to reduce migration flows across the Mediterranean to Europe and contends that the existing approach of trying to control migration in Libya itself has failed. The authors then offer policy recommendations on how the EU can improve its migration policy.
