This report reviews the performance of the Afghan Local Police (ALP) project, which involves community-based units in providing security and efforts to combat the Taliban in Afghanistan, since its creation in 2010. The authors contend that in general the ALP program has not only not improved security in many places, it has exacerbated conflict in a number of districts. Consequently, they suggest the further expansion of ALP units overall would be a mistake. They also provide recommendations for the Afghan government, the US and the UN on how to move ahead with the ALP program.
