This report examines the Six-Party Talks, which were established in 2003 to help bring about nuclear disarmament on the Korean peninsula and as a tool for international engagement with North Korea. More specifically, the authors examine the position in the talks of the six parties (China, North and South Korea, Japan, Russia, and the US); 2) the barriers to progress towards nuclear disarmament; 3) potential ways to manage the deadlock in the talks that has existed since 2008 over how to verify North Korea's compliance with a potential agreement; and 4) what roles governments, international organizations, the private sector and civil society might play in order to further engagement with North Korea. They also provide recommendations for the six parties on how to move ahead in the talks.
