This issue of the CAD focuses on the dubious attempts to decentralize governance in Armenia, Azerbaijan and Georgia. More specifically, the article on Armenia explains why the country will most likely not decentralize its government’s functions, despite Yerevan’s plans to the contrary. Then, the piece on Azerbaijan examines the problems associated with the country's municipality system and the limited power it continues to have vis-à-vis the national government. Finally, the article on Georgia describes how the local governance reforms initiated by the Georgian Dream coalition (2012-13) have both stalled and will not be pursued in the near-future.
