This paper argues that the EU's European Neighbourhood Policy (ENP) needs drastic reform if it is to deal with the conflict, counter-revolution and extremism that exist in the Union's vicinity. The authors contend that the EU can still act to protect its interests and values, but that to do so it must adopt a much more realistic approach in its neighborhood policy which acknowledges the limitations on its power. The authors also provide recommendations on what this policy could look like, including that the budgets and responsibilities for the EU's East and South neighborhoods should be separate, and that the different interests of the EU members need to be identified to increase the possibility for a working joint foreign policy.
