This working paper describes the path that led from the early stages of the Yau Yau rebellion in Jonglei State, South Sudan, to the May 2015 peace agreement that ended the rebellion. The authors examine 1) the role local and international actors played in the agreement's negotiation process; 2) review the first phases of implementation of the Greater Pibor Administrative Area (GPAA) that was called for in the deal its main challenges; and 3) the prospects for peace in the GPAA.
