This paper assesses the roles played by Ukraine's civil society in both maintaining and reforming the country's security. More specifically, the paper's author argues that following the EuroMaidan protests, civil society organizations stepped in and began to fill what had become a government void. The results, at least thus far, have been reform-minded emphases on collective responsibility and institutional transparency in the security sector. For this salutary trend to continue, however, the national government will have to ensure that civil society actors continue to have a decision-making role in the country's institutions.
