This paper contends that the political balance that Lebanon has cultivated in order to allow its various polarized actors to work together, has led to paralysis when it comes to dealing with the security and refugee problems caused by the ongoing civil war in neighboring Syria. It also highlights the parallels which this situation has with the run up to Lebanon's civil war in the 1960/70s and contends that Lebanon's political actors must not remain passive in the face of external crisis if another potential civil war is to be avoided.
