This brief examines 1) the official distinction the EU makes between the State of Israel and the country's settlements in the Palestinian territories, and 2) the impact such parsing has on EU-Israel relations. Ultimately, the brief's authors conclude that “differentiation” is a powerful tool at Brussels' disposal but it needs to be defined more clearly. If that’s done, the EU can avoid being lumped together with the highly politicized Boycott, Divestment, and Sanctions (BDS) movement and ensure that differentiation is uniformly implemented by its members.
