This report examines efforts by the Nigerian federal government to address violence - partly caused by local grievances over oil revenues, poverty, pollution resulting from the oil industry and other issues - in the Niger Delta since 2009. Among other issues, it examines 1) the June 2009 presidential amnesty for militants involved in an insurgency that started in the Delta in 2006; 2) the progress made in addressing the grievances of the population in the Niger Delta during the presidency of Goodluck Jonathan (2010-2015); 3) tensions in the Delta following the defeat of president Jonathan in the 2015 general elections; and 4) what President Buhari, elected in the 2015 elections, should do to prevent a relapse into violence in the Delta and build durable peace.
