This brief examines the state-building problems that exist in Somaliland, including the attempt to centralize power within an unstable environment. The brief's authors particularly focus on 1) the self-declared state’s political system, which involves a combination of democracy and clan-based governance; 2) the security problems this hybrid system has engendered; 3) how the attempts to increase the government's executive power has facilitated a democratic turn away from the hybrid approach and also raised fears of political marginalization; 4) the threats posed by Islamic extremism to Somaliland; and 5) the territory’s relations with Somalia.
