This brief discusses Russia's current military strategy, which is the result of long-term reforms and the EU's maladroit response to them. As the brief's author sees it, Moscow’s strategy, which puts a premium on hybrid warfare and tactical nuclear weapons (as a hedge against Western interference), requires Europe to respond in three ways – 1) develop a united political response to Russian expansionism, 2) craft a coordinated position on nuclear deterrence, and 3) prepare for hybrid scenarios.
