This report assesses the domestic and international responses to the 2014 Ebola outbreak in Guinea, Liberia, and Sierra Leone. More specifically, it examines 1) the political crises the three countries experienced prior to the epidemic; 2) how the outbreak was subsequently aggravated not only by the crises, but also by the hesitant, corrupt, and politicized reactions of local governments; and 3) the international aspects of the response to the crisis, including the shortcomings of the WHO. Finally, the report provides recommendations on what all the current stakeholders can do to definitively end the Ebola epidemic, and thereby limit the impact of the next health crisis.
