This memo 1) analyzes Libya’s role as a major transit point for migrants working their way towards Europe, and 2) the lessons others can learn from the fragmented country’s experiences with migration. The memo’s author further notes that while the migration route through Turkey and the Balkans has been more active than the Libyan path, the latter’s numbers remain high.
