This report argues that in the past 15 years NATO's effectiveness has been directly tied to its adaptability. Symptoms of the latter have included 1) redefining the Alliance's concept of security; 2) expanding its core tasks (which now include collective defense, crisis management operations, and cooperative security); and 3) adding new members. As helpful as the three adaptations have been, however, they need to be constantly adjusted to deal with external threats and the internal dynamics of the Alliance itself.
