This paper takes a comprehensive look at the Sudan People’s Liberation Movement-In Opposition (SPLM-IO). More specifically, the text's author 1) elaborates on the organization's origins, modes of operation, and key political-military figures; 2) highlights the role of the Nasir and Pagak Conferences in formulating the SPLM-IO's future direction and in maintaining a fragile unity among quarreling rebels; 3) examines key military developments through mid-2015; 4) identifies the main controversies within the rebel organization; and 5) lays out the SPLM-IO’s ongoing relations with regional actors.
