This report explores the unique role the International Commission against Impunity in Guatemala (CICIG) is playing in the country's justice sector. (The purpose of this UN-sponsored organization, which is currently operating under a 10 year mandate [2007-2017], is to help national prosecutors dismantle criminal networks within Guatemala and establish the rule of law.) The report 1) specifically traces CICIG's evolution under three very different commissioners – Carlos Castresana, Francisco Dall’Anese and Iván Velásquez; 2) highlights the arrest of almost 200 officials in 2015 for corruption, which shook Guatemala's political system to the core; and 3) discusses the anti-impunity reforms that are needed to solve the country's corruption problems.
