This paper argues that the European Monetary Union (EMU) is not in good health and that a more efficient and legitimate form of governance is needed for it to safeguard productivity, widespread employment and social fairness. The good news is that the needed improvements are possible within existing legal frameworks and merely require people to stop trying to fit the EMU within a federal state system.
