This brief describes how the Lebanese state has increasingly relied on security measures to "solve" its refugee and displaced persons problems. By using the border town of Arsal as an example, the brief's author describes 1) the Lebanese government’s long-standing neglect of its peripheral towns; 2) the military spillover from violence-torn Syria into Arsal, to include how the Lebanese Armed Forces (LAF) have responded to it; 3) the alienation that presently exists between Syrian refugees and their Arsali hosts; and 4) different ways to manage the problem.
