This report examines jihadist ideology by surveying online texts produced by Islamist terrorists. The authors draw a number of policy conclusions and argue that the US should avoid direct, large-scale military action in the Middle East and must consider the use of local surrogates to thwart the establishment of Islamist enclaves in regions that are not well-policed.
