This paper focuses on the failure of the EU to exploit three diplomatic tools -- regional processes, mobility partnerships, and readmission agreements -- to curb irregular migration into Europe. To reverse this state of affairs, the text's author suggests that the EU should 1) adopt realistic" legal standards for migration; 2) improve the mobility of citizens from partner nations; and 3) develop flexible, targeted partnerships with key states outside of Europe.
