This Note examines the problems and benefits of implementing policies that fit within the parameters of UN Sustainable Development Goal 16, Target 4, which aims to reduce illicit arms flows significantly by 2030. Given the opaque nature of the illicit arms trade and the limited amount of information on the weapon stocks available, the chosen metric for Goal 16.4 will be the number of weapons seized. Thus, a premium should be put on measurements that facilitate the successful seizure, recording, and tracing of illicit small arms.
