This report details the political security reasons why a sovereign Kosovo should be allowed to have a small army. The author explains that an adequate security pillar is crucial for preventing the weakening of the state, promoting a gradual demilitarization of society, and for including Kosovo into regional and international collective security structures. The report recommends channeling the insurgent tradition of the Kosovo Liberation Army (KLA) and existing informal armed structures into official channels, where such bodies would not endanger either a sovereign Kosovo or the regional neighbors.
