This report analyzes the causes of the Georgia-Abkhazia conflict and reforms affecting Georgian internally displaced persons (IDP). The study provides a historical overview of the conflict and examines the negotiation and peacekeeping mechanisms in this respect. It also looks at the power structure including economic developments in Abkhazia. Furthermore, the authors consider Georgia's IDP challenges and give specific recommendations on what should be done to facilitate resolution.
