This report examines the problems and prospects of the penal system in Kyrgyzstan. The study gives an overview of the General Directorate for the Execution of Punishment of Kyrgyzstan and then considers different aspects of prison society. It also looks at problems of the penal system such as, violation of human rights, institutional corruption, lack of necessary infrastructure and equipment. The authors conclude with recommendations for possible solutions of these problems by stressing priority on reforming prison health care - particularly TB and HIV/AIDS, alleviation of the financial problems and introducing legal reforms.
