This briefing examines the security challenges facing Haitian President René Préval, and outlines the requirements for a stable environment. It considers the state security apparatus as the source for and solution to the security problems, and emphasizes the need for reforming and training the police and judiciary. The briefing further regards dismantling the gangs to tackle the pervasive violence and simultaneously launching infrastructure and development projects as critical.
