This briefing examines the state of Uzbekistan before the EU reviews its sanctions regime in mid-November 2006. In view of the unchanged approach of the Uzbek government toward dissent, the briefing urges the EU to resist attempts to weaken its human rights stand on the Central Asian country. It suggests that the EU should focus on supporting Uzbeks from the periphery, while building up resilience in weak neighboring countries.
