This text looks at the fragmentation that’s created by multiple-actor conflicts and the consequences that typically ensue. More specifically, the text’s author discusses 1) how to define and identify fragmentation and its causes; 2) the impact the phenomenon has on conflict dynamics; 3) how peace processes and mediation can affect fragmentation; 4) the different strategies mediators and other third party actors have used in response to shattered environments, as well as the costs and benefits of these different approaches; and 5) the challenges fragmentation poses to the unstable period that inevitably follows a peace settlement.
