This working paper features two case studies on problems of Fiscal Federalism in Russia. The examined cases are the cities of Moscow and Nižnij Novgorod. The Moscow section discusses whether there are conflicts regarding the revenues of the city and whether Moscow enjoys special advantages within the Russian Federation. The Nižnij Novgorod section illustrates the fiscal relations between federation, region and municipality and focuses especially on problems of small enterprises and so-called offshore zones. The second part ends with an outlook on future developments in the city and region.
