This working paper addresses the development of Information and Communication Technologies (ICT) and of Information Societies (IS) in Eastern Europe, using Hungary as an example. The paper introduces definitions of IS and gives examples for its impact on everyday life. This is followed by an outline of the EU's IS policy and a review of IS in Central and Eastern European countries. One of the paper's conclusions is that Hungary is not likely to catch up with average EU performance in IS development.
