This working paper features two separate parts that are the result of a research project on entrepreneurial strategies and trust. Both parts present case studies from Estonia and Russia and introduce findings of a standardized survey, case studies of small businesses and interviews with experts. In the case of Estonia, the paper concludes that business relations are based on personal, collective and institutional forms of trust. Yet, in the case of Russia the findings imply that the role of trust, especially personal trust, is not as crucial as initially expected.
