This commentary analyzes a report on the US intelligence community that was released in August 2006 by Muhammad Khalil al-Hakaymah, an operator in the Egyptian al-Gamaa al-Islamiya. According to the commentary, al-Qaida member Al-Hakaymah aspires to be the terrorist organization’s chief intelligence analyst. According to the author, al-Hakaymah’s report indicates that al-Qaida evolved from studying US security tactics and electoral politics to more sophisticated analyses of US bureaucratic weaknesses. The commentary concludes that whereas security planners tend to think of bureaucratic limitations as internal problems that may limit the US ability to respond to a terrorist attack, the US must consider that al-Qaida attempts to exploit these weaknesses.
