This report assesses the rethinking of the US Iraq policy represented by the Baker-Hamilton report. It argues that it is an important start, but insufficiently radical if the collapse of Iraq and an unprecedented regional instability is to be avoided. The report suggests that all Iraqi actors who are involved in the country’s violence must be brought to the negotiating table and pressed to accept the necessary compromises. Additionally, a concerted effort by all Iraq’s neighbors is necessary.
