This briefing examines the possible consequences of a status process that fails to consolidate the prospect of a Kosovo state within its present borders. It emphasizes that UN Special Envoy Martti Ahtisaari's final status proposals for Kosovo have to be presented and initiated in January 2007 in order not to limit the protectorat's ability to move toward internal peace. The briefing argues that the international community must deliver upon its promises and should not permit any further delay.
