This report addresses the background, successes and failures of Colombia’s quest for peace and proposes a framework within which the country’s future can be shaped. The paper provides an historical synopsis for the time since 1948, introduces the central domestic and international actors that play key roles in the conflict, and outlines the humanitarian consequences of the conflict. Subsequently, the paper summarizes the developments between 1998 and 2002 and presents a number of conclusions. The recommendations include calls for improved security protection, a continuation of the peace process, combating drug-trafficking and strengthened national institutions.
