This report evaluates the prospects for the constructive advancement and conclusion of peace negotiations between the government of Colombia and the ELN insurgents during the next four years. The report introduces history and development of the ELN, summarizes proceedings and breakdown of the Pastrana Peace talks and assesses constraints and choices for a cessation of the conflict. The report argues that only a negotiated solution can end the conflict and that the ELN has considerable capacity for reflection and political assessment.
