This report discusses efforts and results of Colombia’s tightened security policy, which is directed against the ongoing insurgency. The paper addresses characteristic features of this enahnced security policy and reviews the results, with an emphasis on on civil-military relations, the eradication of illicit crops, negotiations with insurgents and international support. Subsequently, the paper contrasts the security policy’s backlash on fundamental rights and democratic governance. The paper argues that Colombia’s law enforcement and military should grow even stronger; however, the political and humanitarian costs of that have to be reduced.
