This report addresses the history and development of Haiti with a focus on political stability and disarmament. First, the paper provides information on the government of President Aristide with a focus on the government's aspirations and results. Second, the paper introduces the background of the 2004 political crisis that led to an armed insurgency and summarizes the fragile developments that followed. Subsequently, the paper reviews the country’s weak security situation, the appalling state of central state institutions and draws conclusions. The paper argues that it is essential to start serious disarmament and a more inclusive political process.
