This report assesses what a fair and comprehensive resolution of the Syrian-Israeli and the Lebanese-Israeli disputes should look like. It argues that these conflicts need to be resolved since they might destabilize the region as a whole and would reduce the harmful influence of other states in the region. The paper introduces the backgrounds of both conflicts, addresses open issues, including boundaries, water, security and normalization, and presents a draft negotiating text. The paper recommends an approach that addresses the ultimate political issues up front.
