This report reviews the mechanics of Saddam Hussein’s rule in Iraq, looks at the political dynamics that govern relations between religious and ethnic entities, and describes the various opposition groups and their potential role. The paper introduces Iraq’s modern national history and addresses domestic conflicts and tensions, including confessionalism, ethnicity and the role of tribes. Furthermore, the paper outlines in detail the setup of the existing opposition forces. It argues that the future of Iraq is likely to be an interactive process between Iraq and various outside actors.
