This report addresses the conflict around the Israeli-Lebanese border and outlines steps that can diminish the impact of the underlying political dispute, bolster constraints, institutionalize international mediation and minimize risks of escalation. The paper introduces the historical developments influencing southern Lebanon and outlines the clashes that started after Israel’s withdrawal from this area. Further attention is given to the different factors that fueled escalation and to tools to contain the conflict. The paper argues that in the long term, a comprehensive solution of the wider conflict will be necessary.
