This report addresses the settlement freeze as a centerpiece of the Middle East Road Map and asks, whether Israel is willing to take the necessary steps to arrive at a fair and sustainable territorial solution. The paper reviews the settlement issue as a threat to a viable two-state solution and elaborates on past diplomacy in this field. The paper also discusses ways to implement a comprehensive settlement freeze and possible obstacles, and argues that a freeze requires a momentous effort that can be achieved only in the context of a final Israeli-Palestinian settlement.
