This report discusses the internal and external crisis of the Palestinian Authorities and suggests ways to overcome the situation. The paper summarizes the development and decline of the Palestinian Authority, presents the formal institutions and the important informal networks and provides information on the law enforcement system. Subsequently, the paper explores the phenomenon of the Al-Aqsa Brigades and discusses the election issue. The paper argues that it is essential to hold meaningful elections before the background of a viable two-state settlement.
